Director, Enterprise Content Management

Mr. Cooper is the Director of Enterprise Content Management at Duty First Consulting.  He is a former Naval officer with twenty-five years of experience applying document management, workflow, and Enterprise Content Management (ECM) technologies to customer business problems.  He was a pioneer of workflow applications, designing and deploying more than forty workflow solutions with FileNet’s Visual WorkFlo product (the pre-cursor to eProcess and now IBM BPM) in the mid-1990s.  Mr. Cooper’s technical areas of expertise include ECM, Document Management, and workflow architectures, business analysis, QA and User Acceptance Testing, and project management. His primary business focus has been in health care (claims processing), banking, retirement, and local government. He is currently serving as the System Architect for the Department of Veterans Affairs’ Paperless Processing Claims System (Virtual VA). He holds both a Bachelor of Science degree and a Master’s of Science degree in Computer and Information Science from the Ohio State University, as well as, a Master’s of Business Administration in Marketing from Loyola Marymount University.
